E8.0 EDB BENEFITS - FLEXIBLE SPENDING ACCOUNTS AND TIP


E8.1 DepCare - Dependent Care Account

The DepCare - DEPENDENT CARE ASSISTANCE PROGRAM allows employees to pay for eligible dependent care expenses on a pre-tax, salary reduction basis.

Employees may enroll, increase, decrease or cancel the DepCare deduction only during their Period of Initial Eligibility (PIE), during Open Enrollment, or within 31 days of an eligible Family Status Change.  If the employee is on Leave of Absence, the DepCare PIE begins the day employee returns to work.

E8.2 How to Enroll Employee in DepCare Account due to Family/Employment Status Change

  1. Go to the screen function ERET.
  2. Tab to the DepCare Amount field. Enter the monthly deduction amount in decimal points.
  3. Tab to Effective Date field. The Entry effective date, MMDDYY, is always the last day of the month in which the enrollment is processed. However, the participation/eligibility in the plan is effective the first of the following month.

    NOTE:  The 31- day PIE for enrollment always begins on the day employee has a change in family or employment status (e.g. marriage, birth, adoption, etc.). However, if the employee is on Leave of Absence, the DepCare PIE begins the day employee returns to work.

  4. After entering the effective date, press F9. Make a brief comment regarding the enrollment specifics, and press F9 again to complete the enrollment.

E8.3 Health Care Reimbursement Account - HCRA

The Heath Care Reimbursement Account (HCRA) allows employees to pay for eligible medical, dental and vision care expenses on a pre-tax, salary reduction basis.

Employees may enroll, increase, decrease or cancel the HCRA deduction only during their Period of Initial Eligibility (PIE) for the current year, during Open Enrollment for the following calendar year, or within 31 days of an eligible Family Status Change. If the employee is on Leave of Absence, the HCRA PIE begins the day employee returns to work.

E8.4 How to Enroll Employee in HCRA due to Family/Employment Status Change

  1. Go to the screen function ERET.
  2. Tab to the HCRA ANNUAL field. Enter the annual amount.
  3. Tab to Monthly field. Enter the monthly amount, which is the annual amount divided by the number of months left to the end of the calendar year. Enter the monthly amount in decimal points.
  4. Tab to Effective Date field. The Entry effective date, MMDDYY, is always the last day of the month in which the enrollment is processed. However, the participation/eligibility in the plan is effective the first of the following month.

E8.5 Tax Savings on Insurance Premiums (TIP)

Employees automatically participate in the Tax Savings on Insurance Premiums (TIP) which allows them to pay medical premiums on a pre-tax basis. Employees may, however, opt not to have these premiums deducted on a pre-tax basis only during the initial PIE or during Open Enrollment.

E8.5(a) Insurance Reduction (TIP) Code

This is a one-character code that identifies the Tax Savings on Insurance Premiums (TIP) option elected by the employee:

Blank Leave blank and taxable gross pay will be reduced by the amount of the premium payments for medical insurance
N Participation in TIP is canceled by the employee
Y Reinstate participation (allowed ONLY during Open Enrollment)
